CONCEPT

mermaid physiology"Mermaid physiology" is Raine's secret code for "I am afraid I'm turning into a fish"; much to his consternation, this seems to be a progressive condition. When his liminality first manifested, he thought this was just water-breathing. Now he has gills, some patches of scaly skin, and webbed fingers and toes. His fingers and toes are also becoming ever-so-slightly elongated at a rate of about half a centimeter a year. Recently, he has begun to grow a dorsal fin. He also gets crusty if he doesn't spend enough time submerged in water.
regenerative blood
His blood promotes slightly accelerated healing. Minor cuts and wounds stitch up faster, broken bones heal faster, etc. Any wound that would usually be fatal would still be fatal to him. He mostly uses this ability to cut away his scaly skin and webbing, which do eventually grow back. Using his blood for transfusion passes on some of this effect to the recipient, but it is diminished.

He can understand and read any language, even animal communication. He cannot, however, speak them innately. He still has to learn, although it's easier for him than the average person. He cannot talk back to animals (although he can sometimes accomplish rudimentary yes/no communication with particularly intelligent animals like dogs via force of will).

Raine was raised by a single father. He doesn't know what happened to his mother; he never asked. His father did try his best to take care of Raine, but was a perpetual ne'er-do-well. Life was chaotic; they were moving around a lot, Raine had very little stability, and he was oftentimes left alone or with only his father's large and ever-rotating cast of friends for caretakers. When Raine was about ten, his father was caught participating in a home robbery, and Raine was sent into the foster care system.
This was ultimately a good change, and the foster home he was put into was loving and stable, and he's still in touch with his foster parents to this day. Foster brother Willy was placed with the family shortly after Raine was. Even though he was a troubled pre-teen, often testing his limits and getting in trouble, he eventually settled down in high school and began to really apply himself, showing an interest and aptitude for chemistry.
His plans for the future were temporarily disrupted when he manifested liminal powers about three months before the end of high school; he was transferred to a liminal school despite his protests. Ultimately he got back on track and attended UCSD, studying to be a pharmacist.
During his college years, he noticed that his liminal powers were progressively getting, in his opinion, "worse". This spurred his decision to apply to Enodia station straight out of school, where he's been for four years. He works as a pharmacist and studies drug efficacy in liminals, although he's also hoping to find some sort of way to stop his fish-transformation from progressing any further.
